Georgia has one of the most comprehensive first-time homebuyer assistance programs in the Southeast. Here are the primary programs and who qualifies.

Georgia Dream Homeownership Program

The Georgia Dream program is administered by the Georgia Housing and Finance Authority (GHFA) and is the primary state program for first-time homebuyers. How it works: • 30-year fixed-rate mortgage at a competitive interest rate • Down payment assistance: $10,000 as a second mortgage at 0% interest, deferred and forgivable after the buyer has lived in the home for a qualifying period Who qualifies: • First-time homebuyer (or not owned a primary residence in the past 3 years) • Income limits: vary by county and household size; approximately $85,000–$120,000 in the Atlanta metro • Purchase price limits: vary by county; approximately $280,000–$420,000 • Credit score: 640+ minimum • Homebuyer education course: required before closing • Occupy as primary residence

Specialized Georgia Dream Programs

PEN (Protectors, Educators, and Nurses): provides $10,000 in DPA (same as standard Dream) but specifically for K-12 teachers, licensed educators, law enforcement officers, active military/veterans, nurses, and licensed healthcare workers. Same income and purchase price limits. CHOICE (formerly HAT — Help at the Table): provides additional $10,000 DPA (on top of the standard Dream $10,000 = $20,000 total) for households at or below 50% of Area Median Income or households that include a person with a disability. Impact Initiative: additional assistance for buyers purchasing in targeted census tracts or purchasing a HUD-approved property. These enhanced programs allow qualifying buyers in certain categories to receive $10,000–20,000 in total DPA, which in Georgia's affordable markets can cover virtually all of a buyer's down payment and closing costs.

How to Access Georgia Dream

Georgia Dream is available only through GHFA-approved participating lenders. Not all lenders offer this program. Finding an approved lender: the Georgia DCA (Department of Community Affairs) website lists current participating lenders. Search "Georgia Dream participating lenders" for the current list. Homebuyer education requirement: all Georgia Dream borrowers must complete an approved homebuyer education course before closing. The course covers budgeting, credit, the homebuying process, and homeownership maintenance. Available online or in-person; GHFA-approved courses are listed on the DCA website.
