VA entitlement has two components — basic entitlement ($36,000) and bonus entitlement (25% of the conforming loan limit minus the basic entitlement) — that combine to provide the VA’s guarantee to lenders. For buyers with full entitlement (never used VA loan or fully restored), there is no loan limit and no down payment requirement regardless of purchase price. For buyers with remaining entitlement (active VA loan), the math becomes more complex and the down payment requirement depends on the gap.

How to Restore VA Entitlement
Entitlement restoration is not automatic — it requires an active application and two conditions: (1) the prior VA-financed property must be sold AND (2) the VA loan must be paid in full. If both conditions are met, the service member applies for restoration using VA Form 26-1880 through their lender or the VA regional loan center. The restoration process typically takes 2–4 weeks. Common errors: assuming entitlement restores when the property sells (it doesn’t restore until the loan is paid off — the same day as closing if the proceeds cover the payoff); assuming entitlement restores automatically without filing the form (it doesn’t); and assuming the new lender will handle restoration without prompting (they often need reminding).
Using VA Loan Twice Simultaneously
In specific circumstances, a service member with remaining (not full) entitlement can use VA financing for a second property simultaneously. This is called “second-tier entitlement” or “bonus entitlement”: (1) the first VA loan remains active (not paid off); (2) the service member is purchasing a second property (typically because of PCS — can’t sell the prior home before reporting); (3) the VA guarantees up to 25% of the conforming loan limit across all active VA loans simultaneously; (4) the down payment on the second purchase equals 25% of the amount exceeding the remaining entitlement. This is one of the most complex VA scenarios — verify with a VA-specialist lender and a verified agent who has navigated it before.
Entitlement After Foreclosure or Short Sale
VA entitlement used in a property that later went through foreclosure or short sale is not automatically lost. The VA will only pursue the service member for the amount of the guarantee if the VA suffered a loss — meaning the foreclosure sale proceeds didn’t cover the guaranteed amount. If the VA did suffer a loss, the entitlement equivalent to that loss is tied up until the debt is repaid. Service members who experienced a VA-financed foreclosure should contact the VA Regional Loan Center before assuming they cannot use the benefit again.
