IVIE: Annual Declaration and Calculation

For each tax year the Italian resident owns US property: (1) File Quadro RW: section of the Redditi PF (Italian income tax return) where foreign real estate holdings are declared. Must be filed even in years with no rental income. (2) Calculate IVIE: 0.76% of the US property’s value (fair market value or the value declared for IVIE purposes). (3) Apply US property tax credit: US property taxes paid on the same property are credited against the IVIE amount. Example: $600,000 Manhattan apartment. IVIE: 0.76% = $4,560. US property taxes paid: $7,200. Net IVIE after credit: $0 (credit exceeds obligation). In lower-property-tax US states, IVIE may result in a residual Italian payment. (4) Consult an Italian commercialista: an Italian-qualified accountant with international real estate experience handles the annual Quadro RW correctly.

FIRPTA When an Italian Sells

Standard FIRPTA: 15% of gross sale price withheld at closing. Form 8288-B certificate — filed at listing — reduces withholding to actual tax. At the NYC price tier ($600K–$2M+) where Italian buyers concentrate: on a $1M Manhattan apartment, FIRPTA withholds $150,000. Actual US capital gains tax at 15% on a $300,000 gain: $45,000.
