The Los Angeles city limit is not the same as a zip code, a neighborhood name, or even the address on a listing. Parts of Beverly Hills, Bel Air, Brentwood, and the Hollywood Hills lie within the City of LA. Parts that appear to be in “LA” are not. The definitive source is the Los Angeles County Assessor’s parcel map, which shows the incorporated city for each parcel. Every buyer and seller transacting above $5M in the Los Angeles metro should confirm jurisdiction before negotiation begins, not after. A title company can confirm this in a single inquiry.

The Buyer’s Perspective: Where the $506,000 Goes in the Math

For a buyer comparing two $10M properties — one inside the City of LA, one in Beverly Hills — the ULA tax is not the buyer’s direct cost. ULA is the seller’s obligation. Brentwood is largely within the City of LA, making most Brentwood luxury sales subject to ULA. Some parcels near the Brentwood/Pacific Palisades boundary sit in unincorporated county territory. Confirm every parcel.

Hollywood Hills

The Hills span multiple jurisdictions. Laurel Canyon and the area above the Sunset Strip include both City of LA and West Hollywood parcels. A listing agent who does not confirm jurisdiction before pricing at $5.5M may be setting up the seller for a $220,000 surprise.

Malibu

The City of Malibu and unincorporated Malibu parcels are separate. Neither is subject to the City of LA’s ULA, but confirm the specific parcel’s municipality with the county assessor.
